The group argues that limiting protections to minors pushes services to verify everyone's age, resulting in more data collection overall, and criticizes a vaguely worded allowance for gathering minors' data to address 'harm to users.' EFF says the bill's better provisions, such as restricting how chat logs are used for training and profiling, should apply to all users rather than only young people.
